Surely you'd be better off wet sanding it smooth and then spraying over it if you're refurbing your wheels. If you're stripping back to bare metal you should remove the tyres or you'll end up with tiny traces of nitromors staying on the rim where it meets the tyre, and your paint will end up peeling as well as the wheel alloy corroding.
