Thats where the whole "stretched" look came from as it's still legal. The only thing I think they can do you for is excessively stretched tyres.. I dunno.. Hopefully someone can clarify! My bet is that the mechanic was thick as s**t and just measured the outside face of the rim, which for an 18" wheel could well have been 19"! And I too thought the law was that the tyre tread couldn't protrude the arch, stretched tyres are legal as long as they're not excessively done and are within the manufactures limits.
